State layer

A translucent sheet of the content colour laid over a control at a fixed opacity per state, so hover, focus and pressed are one rule instead of three palettes.
The naive way to style interaction is to pick a colour per state: a blue button, a darker blue on hover, a darker one still when pressed. That works until the same button exists in six colours, plus an outlined variant, plus a version sitting on a tinted card, and the palette has quietly grown to thirty values that must all stay in step. A state layer replaces the palette with arithmetic. One translucent sheet, coloured by whatever the control’s content colour is, sits over the container at an opacity that depends only on the state.
Material’s numbers are the ones most often borrowed: nothing at rest, around 8 percent on hover, and a little more for focus and for pressed. The exact figures matter less than the property they have, which is that they compose. Because the sheet is drawn in the content colour, the same 8 percent darkens a light button and lightens a dark one, and a component nobody anticipated inherits correct states for free. Ripples, where they exist, are the same layer arriving from the point of contact rather than everywhere at once.
Two things are easy to get wrong. The layer must sit above the container and below the label, or the text dims along with the background and the control reads as disabled at the exact moment it is being pressed. And a layer is not a substitute for a focus indicator: an 8 percent wash rarely clears the contrast a visible focus ring is held to, so keyboard focus needs its own outline in addition to whatever the layer does.
There is a real alternative, which is naming a token per state
(accent.background.hover) and letting each one be tuned by hand. That gives a
designer control the arithmetic cannot, at the cost of every new surface colour
needing its own set. Systems tend to choose by scale: hand-tuned states where the
component count is small and stable, a state layer where it is not.
